c. 手机是一种可以使人们互相沟通的工具。

特点：主句与从句之间用，隔开;不能用that引导;从句修饰整个主句

e.g. 很多车沿着街道停，这是交通堵塞的直接原因。
Plenty of cars are parked along the street, which is the direct cause of traffic congestion。
l as引导的非限制性定语从句--- 加分句式：一般放句首
